Visa refuses pagan art for credit card

A friend of mine, in the process of ordering a VISA card through a financial institution, uploaded an image depicting two skulls to the Visa Expressions website. The image was rejected, with the following verbiage:
05 - Provocative, sexual, violent or other offensive content
You will have to upload another image.
And they did state that anything with Skulls will not get approved.
Please contact me with any similar religious persecution/discrimination issues with Visa through Witchvox as we are in the process of discussing this with the ACLU.
