Who is the Greedy One?

Today I noticed lottery tickets could be purchased in vending machines for $5, $10 and $20. By the checkout counter in the supermarket; these machines are state run and located right where the Senior Citizens cannot miss them. When you walk out into the parking lot you can see discarded, loosing $20 cards all over the place.
One Senior after another was spending their money and excitedly taking a chance. These are Seniors who from the look of them barely have enough money for medications and food, going for the excitement buy- trying to win the Big One. I wonder why the state is playing of these people's greed? How about just $1 and $2 tickets?
You can say all you want about each person being responsible for their own behavior and knowing when they should quit, by why is the state clearly taking advantage of the poorest people? The government should be helping to protect, not justifying their activity with high price lottery tickets, as another way to make-up revenue.
So who is the greedy one? What ever happened to the government just doing its job and caring for some of the most vulnerable people?
