County At Odds With Residents Over Decorating Cemetery Site

Title: COUNTY AT ODDS WITH RESIDENTS OVER DECORATING CEMETERY SITE
Shortly after Dawn and John Brewer moved to rural Warren County, settling 15 months ago on Petros-Browning Road near the Logan County line, they strung a few Halloween decorations around a spooky old cemetery in a thicket of trees in front of their house.
That Halloween passed without comment from anyone, Dawn Brewer said. But this year, when she put the same items - such as a string of orange lights, small ghosts in trees, dangling bats and a cartoonish witch from Kmart - back out, they drew quick notice from local historic preservation officials and resulted in a visit from a Kentucky State Trooper, she said.
Every version of what’s been done to the cemetery differs, showing how strong emotions surrounding cemeteries can be - and perhaps how they can cloud perceptions.
It’s the absence of any standards that lead to conflicting interpretations of what can and should be done with small cemeteries that lie on the property of new owners. [Robin Zeigler, Warren County’s historic preservation planner] said she wishes for firm development guidelines, calling for buffer zones around grave sites.

I just recently moved to Bowling Green, which is in Warren County, and I'm kind of disturbed by the reaction. Although the four-wheeler tale might be because this is a college town mostly. I don't know really what to think other than you can't ask someone to maintain a part of their property or even a plot neighboring their property and then tell them they can't maintain it how they see fit. Seeing decorations, if they're taken down and not left to rot, implies tender care is being taken with the lot. It's better that it's getting any attention than none at all.

If there were any laws pertaining to this cemetery, they should have been made known at the sale of the property. Something about disclosure, easements, right to know. If it were on my property, I would research the law and if no legal limitations existed, I'd do what I wanted. I would decorate it tastefully and somberly, not Halloween garish. I would invite friends to bring offerings and have a ceremony in a manner like the Mexican Dies Los Muertos. Honor the dead. We call it Samhain. It would be a great thing to have and to take care of. Screw the rest. Put up trees and a no trespassing sign.
