The Casper City Council will gather today to see what's in the cards for a law that bans fortunetelling in city limits.

Nella Forest, owner of the metaphysically inclined Pan's Grove store, attended a recent council meeting to express concern about Rule 9.36.010, a consumer protection law in the municipal codebook that penalizes anyone who profits from propheting. It keeps her from charging for tarot card readings, a key aspect of Wiccan religion, she said.

I know it's gerenal not in keeping with most people's view point of our religion or related practices to sell the craft but life is diffcult. Money is part of our culture and people have to make a living. Some of us are strong enough to go out and work minium wage jobs for a living but their are those of us who are not physical or mental capable of endureing the hardships that the american work force has become. Jobs with low pay and no benfits have become the norm these days. Only five percent of the world population gets a college education and that means there millions of people have to work with the skills they have. I can't not find it in myself to judge these people who charge a reasonable fee so they can pay the rent and buy groceries. It;s the people who misrepresent the craft by charging out rageous fees and promising things no can deliver that upsets me. The article on the lady in africa was a good example. I hate bill collectors who bully, threaten, harass, or pay games with debtors. This law is a symptom of a bigger problem and feel for the people who's lives are being destoryed.

Reading about Z. Budapest (a witchvox sponsor!) , I find this:

"She catapulted herself into the media spotlight when she was tried as a witch and found guilty in 1975 after being arrested on Venice Beach for reading tarot cards. She fought the charges and, after a nine year battle, won the right for every tarot reader to do so legally."

If this is so.....................why do these things keep coming up????

Shouldn't some kind of legal precendence apply?

Aw, darn it, the weather man isn't going to be able to predict the weather on the local TV news channel any more. Or if he does, they won't be able to sell commercial air time any more.

Nor will the local stock brokers be able to charge investors for predicting what the market will do.

You point out that the law also applies to these lucrative businesses, and the laws will soon change.

Tarot card predictions are a lot more reliable than whoever it was told my mom to invest her retirement funds in dot-coms.

"Here's the law in its entirety:

9.36.010 Fortunetelling prohibited--Penalty.

No person within the city shall, for hire, gain, pecuniary benefit or advantage or for anything of value paid or contributed, as a medium, phrenologist, palmist, clairvoyant, card-reader, life reader, seer, prophet or in any other manner or capacity or under any other name or designation or by any other means or method, tell, read, reveal or attempt to tell, read, reveal or pretend to tell, read, reveal the past, present or future of the life of another person or the fortune of another person or the character of any other person. (Prior code § 26-15) "

The way to overturn this law, is to enforce it against the Mayor's Psychotherapist.

The reason for successful New Age Stores is the Apothecary's Profit, which is disproportionate to the Wholesale cost of the goods, but pays for Consultation and Diagnosis. So you help a person with an anxiety, and sell them a blessed shawl, woven by someone else you helped, or you listen to their engine knock, and you sell them a bottle of Dry Gas, or you give them some First Aid, and sell them a First Aid Kit. Sell them whatever overpriced item they can afford, without offending your wealthier clients, and wind up paid for your service.

Charging for your Prophesy is not part of the Wiccan Religion, what healling you do, is a shared healing, and Freud points out, that to eat what is put before you, is part of the cure.

The Ordinance Knows Wicca Better Jul 27th. at 9:14:04 am EDT

It is ironic that this city ordinance actually seems to have a better understanding of "Wicca" than the person complaining about it. The Laws of Wicca (there are a lot of them contrary to popular belief) state that you may NOT charge for use of the craft, period. If she believes divining the future is an aspect of her craft, then she shouldn't be charging for it. I would think a real Wiccan would be happy to see local law in line with Wiccan rules.

Of course, therein lies the rub. This isn't about her religion. It isn't about Wicca. It is about making a buck. The so-called Pagan Community is imploding because it isn't driven by spirituality. It is driven by crass commercialism. It is about selling worthless, pandering books, kitch outfits and accessories, littles stores, and last but not least "services." Do you doubt what I'm saying? Do you think I'm a cynic? Do a casual experiment. Compare the attendance of local Wiccans, Pagans, and/or Heathens for purely spiritual get-togethers with the attendance for these "Spiritual Fairs" and/or "Conventions." I think you will find (as I have) that people come out of the woodwork to sell their junk and services, but don't seem to show up or donate diddly squat for gatherings wherein profit isn't the motive. It does make one think doesn't it?

Many municipalities, counties and states in the U.S. have had such laws concerning psychics and tarot readings. . .One way around it, don't ask for payment, ask for a nice donation. Most customers would pay and to hells with the city! Just point out that you don't charge!

Tarot may be a key aspect of Wicca, but charging for tarot is not. However, the 'Fortunetelling Law' is stupid and is probably too vague.
